One person owning two teams in league

I started up a new league this year, recruiting owners from the message boards here on FBC. I believe that one person has two teams. We did an offline message board draft and two teams make picks logged in from the same IP throughout the draft (IPs are logged and viewable by the admin of the message board).

How would you deal with this situation? I'm thinking of inviting two new owners to take over their teams and remove them completely, but what would you do? Send them email and ask them whats up? What response would be required to allow them to keep playing?

Any help here is greatly appreciated.
