Advice on draft day roster

I play in a 5X5 12 team mixed league that has 14 hitters and 9 pitchers on the active roster. You can use whatever mix of starters and relievers you want for the pitchers. We do have a 1650 inning pitch max though. We also have 7 bench slots. My question is, how should I fill my pitching slots and bench slots on draft day? We have daily transactions also. Any suggestions on strategy? Thanks
