Should i fill positions players first or pick the next best player ranked?

I would tend to take position players in the 1st couple of rounds as they tend to be more consistent. I would take Santana in round 1 if he were the best player. In past years I drafted Halladay in rounds 1 and he had a career low and last year Peavey in round 2 who was also disappointing. In contrast my hitters in round 1 and 2 have always had at least good if not great years.
