He is available in the 22nd round of my slow draft
He cant be this bad, i mean he will only miss a few starts, he is a must grab in late rounds right?
Is he better than Oliver Perez and Loewen?

Lee is decent and shouldn't be out for too long. Even though he's still pretty young I'm not too sure how much more he'll improve. If it's a keeper choose Loewen for sure. In a nonkeeper I would still go with Loewen. He's a risk, but in the 22nd round if he's a bust it won't matter too much.

One thing Ihave learned over the years is never to trust the old "he'll only miss a few starts" line. Pitching injuried are unpredictable and there is always the risk that Lee winds up out longer than expected. There is also the issue that sometimes the player is not honest with the team and sometimes the team is not honest with the public. So for this reason alone I would inclined toward Lowen. Perez I would not touch with a 10 foot pole, unless you like a 50% chance of your ratios getting blown to smithereens.

my friend was somehow convinced before last season that cliff lee would become one of the top 15 pitchers in baseball

i drafted him in 3 out of 4 of my leagues, before the injury.
so its a little worrying =(
22nd round though? probably still worth it.... if closer to opening day its looking worse, just drop him no big deal.
