bills is good and will get many starts this season as SPs start getting injured. however, after what kuo was able to show the dodgers down the stretch and playoffs last season, they can't send him into pen. the stride kuo made last year was huge, and you can't ignore that.
This was a good move to move Bills to the pen. He's been known to give up innings with a relatively steep amount of pitches thrown, which kind of made him look like an overhyped version of Brad Penny. A move to the bullpen makes sense as the Dodgers wouldn't have many worries about Billingsley's arm flaming out over being somewhat of a short-inning starter. This gives Billingsley good situations where he can hone in on his mechanics. If Penny, Wolf, or Kuo go down or don't pitch up to their billing, Billingsley would get a crack at the rotation, but I think with Kuo having the kind of potential Daniel Cabrera has, Kuo should earn a shot at being the back-end starter.
