Glad to hear this, only from the standpoint that I've been scouring the waiver wire for another serviceable starter, and had been trying to find out his chance of making the rotation.
At least for now I can look elsewhere. I hope he does get a chance to take that 5th spot for the Dodgers, though, I liked what little I saw of him last year.

From a fantasy perspective this is not devastating. What are the odds that the Dodgers (or any team) makes it 6 weeks without an SP injury? Less than 50/50. For this reason alone Billingsley will probably be starting again soon.

I agree with the others but Bills to the pen makes sense. He can get the Santana treatment and work on his craft in less pressure situations. Kuo is actually quite good when healthy and give them two lefties in the rotation.
Given the health record of Penny, Wolf, Schmidt and Kuo, at least one of them will be injured at some point and when Bills is ready, he can step right in. Also, I expect Penny to be traded at some point and the way he faded in the second half might be a sign of an injury of some sort.
