Contract...Help

Need some help on contracts the use money.

Who wins:
if one team offers a 2yr deal at 30 (15 a yr) and the other offers a 1 yr deal at 16.

who wins?

We use Auction but I need to know how this can work.

Guys can offer any amount of contract years at any price..Just needs to fit under the cap.
