Selecting Which Team in Which Division?

In my keeper league, we are switching things up and creating 3 divisions with 4 teams in each. How would you determine which team goes in which divisions? or more bluntly, how do you make sure one division isn't completely stacked?

Edit: I'll add a little more information. What we have done was to take the person that won the league and put him in the East, the 2nd place in the Central, 3rd place in the West, then 4th place in the East, etc.

However, upon finishing this, the East has 1 good team, and 3 bad teams. Central is 2:2, maybe alittle more towards mediocre, and the West has 3 great teams and one mediocre team.

Just pick em out of a hat IMO, if one ends up better than another oh well, luck of the draw

What happened is the team that won the championship (2nd place reg season) and the team in 4th place (who won the reg season) are in the same division, as well as a team that should NOT have finished in the bottom half.

While random wouldnt necessarily solve the problem of stacked leagues, is it any more fair doing it that way?

Are you married to the idea of permanent divisions? Why not change divisions based on performance the previous season?

Something like that? Or for parity from year to year...

I didn't think about doing a snake format like your first suggestion. We actually just tried that and it works perfectly! Thanks for the suggestion!
