Rebuilding year or playoff bound?

With the moves the cubs have made I do not think they are built to win it all this season. Pretty sure with all of these offseason moves that the cubs are preparing to GET good in 2-4 seasons.

1) sign the big bats to long term deals (aram dlee and soriano are locked up for a good amount of time)

2) signing the free agent pitchers that they signed. (lilly and marquis are innings eaters more than anything else)

3) give young guys time to get ready for the majors (marshall rich hill wademiller and angel guzman)

it seems as if they are trying to get their young pitchers time to get out of the minors and to the majors. i am a hardcore cubs fan and hope for the best every year, but i dont see them gunning for it all this season, although they may have the talent to win the division.
