Where does rank among the other shortstops, and in a 12 team league what round do you see him going (with ss eligibility)?

I see him going a lot higher than that with ss eligibility. I'd say round 6-8.

Depends on what you are looking for. I have him as the 10th best SS in a 5X5 league. You gotta expect high average and speed from a SS and he provides neither.

In my other league where I can dump SB's and have walks and total bases I would rate him the top SS. It just depends on what you need at SS.
