Barry Bloom of MLB.com reports that Monterrey, Mexico is back in the picture as a possible part-time home for the Expos in 2004. He also notes that the stadium in Puerto Rico used last year has received $2 to $3 million in work in anticipation of the Expos' return.
In return for accepting another split schedule, Expos players want assurances regarding the team's payroll (the Expos have already made an offer to Vlad Guerrero) and a promise that the club's future will be decided over the next year. MLB must decide whether the short-term gain from a split schedule outweighs the potential long-term benefit from extending the run of its Stadium Extortion Across North America Tour.
Nothing seems settled yet to me. It would be nice if they would figure it out pretty soon.

If they are no longer certain about cutting back payroll, Vazquez could stay as well. The Expos actually has a pretty good team, even if they do not resign Vlad and they trade Javier. They seem to want to build a solid franchise and could justify losing the heafty contracts it would take to keep those two on the team.
It should be noted that their up and coming prospects could be huge bargains in your draft. Not many people even know about the Expos young blood, since the Spos did not want to pay to summon many September call ups. Guys like Seung Song and Terrmel Sledge could make fantasy impacts next season.
