I'd say yes. He played the majority of last year with tendonitis in his forearms, along with other injuries. The doctors recommended he sit as the injuries were clearly effecting his hitting, but he chose to stay out there and struggle to continue providing his defense.
He should be fully recovered, so I suspect a bounce back this year. Don't forget that he started out the season really hot before succumbing to injuries, which is rare for Chavvy, as he's usually been a second half player.
He started out hot last year, then got hurt. If he's fully recovered, I think Mugrila's projections are the minimums in each category.

As everyone has mentioned, I think Chavez could be a steal this year. He's always been a great offensive option and I think he can really click this year. I expect a nice '07 campaign from Chavez if he stays healthy.
Super big holes in his swing. Get's hot for a week here and there, can carry a team for a bit but.....I wouldn't take him unless it's real late in a 12 team draft.
