I'd give the edge to Oswalt - pitches in an easier league and division, and I think Halladay is dealing with an injury

Oswalt's K's haven't been what I'd call steady, either. Other than steadily declining over the past half decade.
K/9:
6.7689 - 2006
6.8517 - 2005
7.7508 - 2004
7.6355 - 2003
8.0343 - 2002

Looks like Halladay's K/9 has been more steady over the years (albeit lower), except for taking a pretty good sized dip in 06. Neither are anything to scream about.
The funny thing is the K/BB graph. Just look at Halladay's... makes me dizzy lol. At least Oswalt seems to be on a steady increase in the category lately.

oswalt, mostly because he is in the NL and isn't as injury prone.
