Best way to prevent stockpiling SP and CL

My league is a h2h league and for the week you use a very high minimum of 40IP. No max. We also use k/9 instead of k's so you kind of hurt yourself by picking up spot starters as you can only help yourself in wins, but hurt yourself in ERA, WHIP, and k/9. You basically need a large sample size of good ratios for us so we go with 40.

I'm not sure if you are asking for a week or a year. Just thought I would start things off for you.

to play devil's advocate, why not look beyond max/min innings pitched? I only say this because we can never agree on decent numbers in my money league - to get around it we simply capped the number of waiver moves you can make in a season, thereby preventing people from adding/dropping SPs & middle relievers for spot starts.

I do like tms298's K/9 strategy though

We have max moves to prevent people from just picking up pitchers for spot starts here and there...I hate when people do that....

Still, I always pick up a lot of starters in the draft....might as well have players that I know I'll start about every fifth day filling my roster rather than hitters who may be playing on a day when the guy I have above them is not. It's a risky business, so I generally draft about ten hitters, and the rest pitchers....
