Starting up new Sportsline head-to-head money dynasty league

Hello, a new dynasty league is starting up on Sportsline for the 2007 season. It is head-to-head and cost will be $130 to play for the entire season. Draft date and time will be determined when the owners log in and the league will decide a draft date. The rules and regulations are below. AL and NL Players.
Positions: C, 1B, 2B, 3B, SS, OF, DH, SP and RP.
Eligibility: Players are eligible at their primary position, plus positions they've played 20 games last year or 10 games this year.
Everyone is eligible at DH.
Transactions: • Lineups are set once for the start of each period.
Deadline is 30 minutes before gametime on the first day of the period.
• Owners may set lineups and change players' positions.
• Only players who are on the disabled list may be placed into Injured status.
• Only players in the minor leagues may be placed into Minors status.
• Add/drops are handled by a automated blind bidding auction process (FAAB).
• The faab process runs on Sunday, Monday, Tuesday, Wednesday, Thursday, Friday and Saturday.
• Each team will have a starting budget of $1000.
• Zero bids are not allowed.
• Dropped players will not be auctioned for at least 1 day(s)
• Owners may do trades.
• No trades can be made after the trade deadline of 11:59 PM ET 8/29/06.

Schedule: Weekly scoring periods, starting on Mondays.
Playoffs start in Period 24 and last for 3 Periods.
Fees: League Entry Fee: $130

Scoring: Head-to-Head, Points Based System.
Scoring based on total stats each period.
Ties in the standings are resolved in this order: Winning Percentage, Total Points.


Scoring for Batting Categories
1B - Singles 1 point
2B - Doubles 2 points
3B - Triples 3 points
BB - Walks (Batters) 1 point
CYC - Hitting for the Cycle 50 points
HP - Hit by Pitch 1 point
HR - Home Runs 4 points
R - Runs 1 point
RBI - Runs Batted In 1 point
SB - Stolen Bases 2 points

Scoring for Pitching Categories
BBI - Walks Issued (Pitchers) -0.5 points
CG - Complete Games 5 points
ER - Earned Runs -1 point
HA - Hits Allowed -0.5 points
INN - Innings 2 points
K - Strikeouts (Pitcher) 1 point
NH - No-Hitters 25 points
PG - Perfect Games 50 points
S - Saves 10 points
SO - Shutouts 10 points
W - Wins 10 points


Constitution: WELCOME TO THE HFS DYNASTY BASEBALL LEAGUE!

This will be a draft like most other leagues but at the end of the season we will keep anywhere from 1-12 players based on where the player was drafted in the 2007 draft. For example, if you draft Alex Rodriguez in the 1st Round of the 2007 draft, if you decide to keep him he will cost you your 1st round draft pick for the 2008 season. You can keep players as long as you want under this system.

If the player is kept but was not drafted in the draft and was simply picked up as a free agent, he will cost you a 15th round draft pick for the next season, a 10th round draft pick for each season thereafter. If you have used a 10th or 15th round pick already on a free agent or a player drafted in a draft, the next round after the player kept will be used. For example a 11th or 16th round pick will be used if more than one free agent is kept or you keep a free agent and a player originally drafted in the 10th round.

You can keep one player up to 12. It is up to you on how you want to do it, it is your team.

Draft date to be determined sometime in January. The initial draft order will be determined by actually auctioning off Free Agent Bidding money. Each draft slot will be determined by bidding from the order of draft slot 1-12. Future years' draft order will be determined by 2007 standings for regular season and playoffs.

Any minor league players can be drafted or used but must remain on the major league roster.

Trade rule will be as follows:

They are effective the next scoring period, which is when one trade partner offers the trade and the other one accepts.. Dr. Harwood or one of the teams involved in a trade will post a message stating a trade has happened. It will also appear on the transaction report. Unless...

Each team gets 2 protests for the year. You must PUT YOUR PROTEST ON LEAGUE MESSAGE BOARD WITHIN 24 HRS OF TRADE. NO OTHER WAY WILL BE ACCEPTED. If two team protests...just two it goes to a vote. Everyone votes and it needs a minimum 6 (50% of the league votes against it) veto to overturn. The voting period is 48 hrs.

It will be conducted via the CBS home page poll. Whether a team protests is upheld or not, he burns one of his protests and remember you only get 2. Here is also a kicker...if you protest and you dont get the other needed to go to vote, you still lose a protest.

You can only make one trade with the same team per week (or seven day period). Maximum 8 players in any deal. If your trade gets voted down you CANNOT trade with that team again until the following week (after seven days elapse) with restrictions.

If your trade gets voted down and you want to try and trade with that team the following week(s) the following restrictions apply:

If it was a 2 player deal - 1 player must be changed
3 player deal - 2 players must be changed
4 player deal - 3 players must be changed
5 player deal - 3 players must be changed
6 player deal - 4 players must be changed
7 player deal - 4 players must be changed
8 player deal - 5 players must be changed.

Under no circumstances can a trade be posted again that involves the exact same players unless 4 weeks have passed. It is allowable then for things may have changed.
This new rule will work but it seems hard to understand at first.

Prize Payouts: $125 will go to each division winner. ($250 total). Also $625 will go to the league champion, $250 goes to the league runner up and $125 goes to the Dynasty 3rd place game winner. The commissioner will play for free for running the league and time spent advertising and getting the league together.

Playoff Rules: Top six teams will make the playoffs:

The two division winners in order of records will get the top two seeds. THe other four seeds will get in based on overall season record (does not matter about division). THe matchups are as follows:

Week 23: 1st and 2nd seeds get a bye
3rd seed vs. 6th seed, 4th seed vs. 5th seed

Week 24; 1st seed vs. LOWEST remaining seed in the playoffs at that time. THe other two seeds will play in the other game.

Week 25/26: DYNASTY BASEBALL LEAGUE FINALS, Dynasty Third Place game

Tiebreakers for standings for division winners and playoff seedings:

Ties in the standings are resolved in this order: Winning Percentage, Head to Head Record, Total Points, Division Record, Points Against (Schedule Difficulty).
