I think it works just like the major league phase. Any player who is rule-V eligible and is not on the reserve list in double-A or less can be selected in the triple-A and double-A phase. They cost $12K instead of $50K. If they're drafted in the triple-A phase they must stay on the triple-A reserve list all season or be sold back. Same with the double-A phase.
