End of the calenday year is right. I think it is Dec. 19 specifically. But from what I have been reading that date has nothing to do with whether or not compensatory picks are received. The picks aren't determined until the draft and the 2007 draft is governed by the new CBA so no team will be penalized for signing FAs this season.
