Back to the top of my keepers list:
The Minneapolis Star-Tribune's La Velle E. Neal III reports Minnesota Twins SP Francisco Liriano (elbow) will not have surgery, and it is hoped an aggressive rehab program will have him ready for spring training in 2007. He will be placed on a rehab schedule for six weeks.
I'm too lazy to make a sig at the moment

Yeah I wouldn't get too excited until you actually see him on the mound during a game and pitch without him grimacing in pain, walking off the field.

It's a bad call. Think about any pitcher with repeat elbow problems... they all try rehabbing, and eventually, most of them have TJ. If surgery would help, they should get him under the knife and take care of it now. I can almost promise you he'll be back on the DL by next July, and under the knife by August.

I agree. This hardly settles anything. All it means is they are going to try to rehab it and if that does not work out he is headed for surgury anyway, weeks removed and delayed from where he would have been. If anything, I think it makes him slightly more worrisome as a 2007 pick until we hear more on how things are progressing.
This guy is just way too risky a keeper at this point unless you are keeping a lot of players or in a very deep league. You could indeed end up keeping a DL slot.
