As a 20 year old in AA Penn had 120 Ks in 110 IP.
As a 21 year old in AAA this year he had a 2.17 ERA, with 59Ks and just 3 HRs in 66 IP.
Penn was ranked among the top 10-20 pitching prospects in the minors in almost all pre-season lists and has continued to show similar talent this year.
Roy Halladay had a 10.64 ERA as a 23 year old. Guess you would have tossed him.
