More potential, An. Miller or Garza?

From what I have heard about Miller I would lean towards him, but I'm not sure. Who is the best bet to turn into a star?

I think Andrew Miller has clear front of the rotation potential. Garza isn't that kind of elite arm in my mind.

Right now, i think you have to say Garza. He has dominated A, AA, and AAA. Miller pitched well in College, but has not played in minor ball yet. I still think Miller's size will catch up to him.
