Basically, the first few guys usually pick 1-2-3 spots. The next few guys will typically pick the 12th, 11th, and 10th draft spots. It's a nice reward for doing well the previous year. It also tends to keep things a little more balanced, and keeps people from having fire sales or sandbagging toward the end of a season just for a better draft position.
While the thought is nice, I don't like it. If each team keeps 6, for example, the last place team could end up picking at the end of what is really the 7th round. Combine that with having a relatiovely bad team and I don't see how he can get better.
