This reminds me of what happened to Verlander last year. At around the same point last season, Verlander came down with dead arm/sore forearm (it was reported a couple different ways). He was shut down for the year. He probably could have come back after some rest, but they took the safest action.
The question is if the Twins would go for the safest action or not since they are in a playoff chase. For now, it is probably best to rest Liriano with a DL stint and go from there. Sometimes all that is needed is rest. Shutting him down for the year is probably premature at this point.
