On the background layer, select the 2 areas you want to lighten with the rectangle tool, and then go to Image>Adjustments>Brighten. When you brighten it, only the part selected in the rectangle will be affected.

Another way to do it, is to draw rectangles over where you want to lighten, use the paint bucket to make them white. Then put that layer on Overlay or Soft Light, and bring the opacity down.
