He nailed it, you gotta take Tejada if available, then worry about that P, the difference between Zito and Halladay isn't all that great. The difference between Tejada and another SS (besides Arod) is phenominal.
Tejada to Jeter/Nomar drop is phenomal? Jeter had 25 more steals then Tejada, and 16 more runs scored. Nomar is 7 runs, 10 HR's and 11 RBI's - hardly phenomal. Jeter's steals make him very close to Tejada in value, get power somewhere else and take Jeter in 3rd or 4th round.
Jeter in the third or fourth round. You definitely didn't notice the part where he says he's in a 20 team league...
12th pick overall -- probably Tejeda over any of pitchers who should be available (including Zito and Oswalt), as the rest of the big 4 SS will be gone before you have a chance to pick again. When the snake comes back your way at pick #28, you can go for pitching -- at least one of Hudson, Mulder or Halladay, or some more very solid hitting -- at least one of Glaus, Giles, Rolen, Beltran, Abreu, Chavez, should be available. If you get Tejeda first pick, try to get someone who can also give you steals with the second pick rather than another pure power guy.
If you don't opt for pitching in the first two rounds, which isn't unreasonably, definitely get a pitcher in the third round unless the value obviously isn't there.
