Hayden Penn....what should I do?

Is Penn worth holding onto in my Dynasty League. I took this team over and the average age was 35....its been revamped. I have to make a decision before to long. Penn is a Minor so I am posting this here.

Is Penn better than any of my other pitchers?I know Burgy has been horrid but he is 22 in a Dynasty.

I like Penn. He's better than Burgos. Penn should be a starter in the majors.

Penn is much more useful than Burgos. Burgos is a SU guy at best, not worthy of a keeper spot.
