Saint Laurent? Mookie? help me out here? No where in Montreal comes close to being as scary as downtown eastside in Vancouver. Just stay away from it and Vancouver is a beautiful city. Downtown is amazing and so are all the water views

I guess I'm biased since I live in Vancouver, but Vancouver beats Vegas hands down. Now is the best time of year to come since the weather is usually at it's best (you won't need a winter parka, lol.)
Long range forecast says scorching hot for the next several days, a bit of rain at the end of the month, and then warm again through the start of August. You'll be able to see how we're pouring billions of dollars into that white elephant known as the Winter Olympic Games.
As for cheap tix, I don't know your starting point, but maybe there's a cheap deal to Seattle; Vancouver is only a couple hours north; Amtrak to Van. from Seattle is like $40 or something.

I wouldn't say it's one of the more scenic rides up here, but as you might guess, you can't go wrong with the Pacific Northwest in general. It's a pretty nice ride. Another option I forgot to mention would be to get to Washington and then take the ferry to Van Island/Vancouver. I don't know about cost though. If it's the ocean you like, B.C. ferries are great (though expensive).
