There are two things I'm sure about w/r/t minor league prospects.

1. Hitting is far more predictable than pitching
2. The Yankees overhype their prospects.

In this situation, I have to go with the TINSTAAPP theory. Hughes may end up being a fantastic pitcher, but at this point Butler's bat is more of a sure thing.
