There are two things I'm sure about w/r/t minor league prospects.

1. Hitting is far more predictable than pitching
2. The Yankees overhype their prospects.

Take Butler.

When you have two great talents, you almost always go with the hitting prospect.

In this situation, I have to go with the TINSTAAPP theory. Hughes may end up being a fantastic pitcher, but at this point Butler's bat is more of a sure thing.
