I may be biased but, in my dynasty league I have solid pitching at both levels and I think Billingsley is going to be special. You can't pay much attention to the 4+ era in the minors this year hes pitching extremely well considering the league. PCL is a extreme hitters park and I've heard reports from some that the park in Vegas isn't that great.

Yeah, that whole league is described by John Sickels as 'the place that pitching prospects go to die'. If he hasn't completely melted down and he's putting up solid k/bb and gb% then I'd be happy with his performance.

If you take a look at any players stats on the Las Vegas 51's they almost always hit better at home, and usually by a good margin. I call it mini Coors myself, cause it's not like the rest of the PCL is pitcher friendly.

To answer the original question, Billingsley for me ... Milledge is a very good prospect but he doesn't rank as high for me.
