IMO
Weaver will be a very good #2 man in a rotation.

Looks like a fly ball pitcher who will K about 7+ per 9. I'm not too excited. Would have liked to have seen him in AA for longer.

Anyone that can put up a numbers like the one's he has put up in the PCL is OK in my book. I agree that his upside is probably that of a #2 starter, but that is pretty darn good for fantasy purposes.

He has been in AAA. I agree that he should probably have gotten a full year there.
