But, I also lived in California for 4 years when I was in the Navy, specifically in the SF Bay area, and in my opinion, drivers out there are WORSE than drivers here.
Mass. drivers are far more aggressive than Calif. drivers, but Calif drivers are wayyyy more clueless than Mass. People drive like maniacs out there... It was literally terrifying to commute back and forth to work on SF highways.
Just my two cents.
I wonder if that's due to the fact that there are so many foreign drivers in the Bay Area? I lived in SF for two years and commuted up and down 280 and 101 the whole time. It seems like half the population of the Bay Area is from another country, so they didn't learn to drive here. When I got my CA driver's license I think I was the only White Guy in the DMV - it was interesting to be a minority!

I commuted I-280 too (SF to Pacifica), and yes, a lot of drivers were newcomers to our shores... (how's that for politically correct??). And yes, that was part of the problem...
Well this isn't news to me. I could have told you NY drivers would be near the bottom of the list.
One guy I know failed his permit test 5 times before he finaly passed it. Permit test, not a license test.
My business partner can't even drive in reverse more than 10 feet. Sometimes I have to pull his car out of the driveway for him.
Just yesterday I watched a car blow through a police traffic stop (at a stop sign no less).
Typically a yellow (amber) light in NY means speed up before it turns red.
Throw in the cell phone to the ear oversized SUV Jappy housewives drivers and the unlicensed immigrants and you have a driver's nightmare.
I say all this about and hour before I'm about to drive into Manhattan.
Texas at 24 doesn't surprise me. Take out Dallas, and we'd improve considerably. Those guys can't drive at all.
Yes doctor, I am sick. Sick of those who are spineless. Sick of those who feel self-entitled. Sick of those who are hypocrites. Yes doctor, an army is forming. Yes doctor, there will be a war. Yes doctor, there will be blood.....
