Considering that the entire strategy was predicated on the other owners in his league being aware of his waiver actions, I don't see how this is a strategy at all.

I do have one serious question though. I was under the impression that a team's waiver actions were never visible to other teams. Is it possible that some leagues are set up in such a way that all owners can see the waiver moves of all other owners?
