This "expert" sounds pretty stupid to me.

First he tells someone who obviously known little about minors about the best minor league pitcher (argueably, I personally say Billingsley) that is about to come to yahoo.

Then he actually questions this move when waivers is a standard rule with no debates possible. The fact that he is debating this makes me think I want him in my league alone.

I agree that there is no question about this, and the guy with the higher claim should get him. But he probably thought Hamels was a FA, and while he should have kept his mouth shut until he was on his roster, it probably was not THAT stupid to go ahead and talk about the guy if he was sure that he could get to a computer and add him before anyone else.
