Joe Blanton is dropped in a league, should i add him??

He's pitching poorly now, and I don't really need pitching, but isn't he supposed to be good enough to turn it around?? There's also a cap on moves in my league (to prevent managers from constantly picking up spot starters). Just wondering if I should jump on him once he clears waivers, or wait and see if he turns it around..
