Definite
Ibanez
Williamson
Finley
Vazquez
Lawrence
After that I like Castillo, Ramirez, Klesko, Penny, and Tucker
Helton is tough, you may be able to get him back cheaper, but in many leagues big stars get over payed for in the draft...but Tucker may not even start so it may be worth keeping Helton nonetheless I would keep the cheaper bargain players and use the left over cash to come up big in the draft.

P Byrd $1
J Smoltz $40
J Kendall $30
R Klesko $38
R Ibanez $1
S Finley $1
J Vazquez $16
S Williamson $1
K Rogers $1
M Mantei $1

With Helton's injury concern you should be able to get him for less than 10% of your team's worth.

the players listed gives you 10 players that only makes up about 26% of your payroll

OH WOW! I messed up for some reason I didn't see the whole list...let me redo this
Definite
Ibanez
Finley
Vazquez
Lawrence
Byrd
Williamson
Mantei
Then I would probably go with Castillo, Klesko, and Ramirez...everything else I said still applies
Kenny Rogers? Is he even signed...I would stay far away from him

Keep Helton as well. Because many people in your league will be keeping bargain players your league will experience a natural price inflation. This means that Heltons price will remain the same or go up. (it will only remain the same if his off year bumps his price down).
