A 19" monitor would make a bit of a difference in that there would be more space to keep your eyes on.
However resolution is resolution. With a 19" monitor the icons will still all be the same size just in a more spread out area. You can in addition to the resolution though use Clear Type, I think thats what it is, which makes writing easier to use. Or set a default Icon size under display properties.
Put it on super large or more. Also, you could just give her an icon to switch on the fly from 1024 x 768 to 800 x 600. This way she could use 800 x 600 when not requiring 1024 x 768.
Or get her a big screen magnifier.
The 19" monitor basically gives you a bigger field but the players are still the same size.
Think Fenway compared to Coors Field.
I may not be completely correct on the eye strain issue. I have heard that anything under 14" strains the eye more but I think it has more to do with refresh rate and font/icon size.
However, you can find pretty cheap and good 19" flat panels on newegg.com
If it shuts her up it may be the easiet way around it
