With Hill missing WBC would Harden have been a starter?

With Hill missing WBC would Harden have been a starter?

Obviously if Shawn Hill, Jeff Francis, Rich Harden, Shawn Loewen, and Eric Bedard had all been healthy for this years World Baseball Classic Hill, Francis, and Bedard would have been the "starting 3". However Hill was not able to play at this years World Baseball Classic because of injury. So with Hill not available would that have opened up a spot in the starting rotation for Rich harden had he been healthy and able to play, or would that 3rd spot in the rotation opened up by Hill's absence have gone to Loewen instead still relegating Harden to the bullpen?

Due to Harden's injury concern, I'm sure he wouldn't have started.

Yeah but my question is "if he were healthy" would Hill`s injury have opened up a spot in the starting rotation for him along with Francis and Bedard, or would Loewen have taken that spot. His injury does not come into play in my question since my question is related to if he were healthy.
