To make them you have to create a new pattern in photoshop. I just searched for "making a pattern photoshop" on google and there were some tuts.
Now I need to find out how to make them so they fade away where I want them to instead of going over the whole thing.

... one of my favorite parts of ps. to do this, you put a layer mask on the layer. to do that, select your scanlines layer and look at the bottom of your layers palette, click the third icon to the right (sort of looks like a camera pointing at you. circle inside a rectangle). when you click it. it adds a layer mask. now make sure the mask is selected, not the layer (small rectangle aroudnd the mask), get out your gradient tool (have black to white), and drag it from where you want to start fading to where you want it to be gone (make sure you are holding shift to make a straight, 90', gradient).
