Hmm... another question is whether typing "Cardinals pitcher & nuclear free zone" into a search engine would be of much help?
I don't think we should have etched-in-stone rules here. We trust everyone's judgment. And with questions that have been up for a while, checking up on a hunch or two seems well within reason.
Any other opinions on this (or on the identity of the mystery pitcher)?
My opinion is that checking on a hunch is fair play. If your hunch was right, then go for it.
Doing full-out searches with the words from the question is kinda cheesy, IMHO. (That's exactly what I did for the WHO SAID IT #1 question, which is why I haven't spilled the beans on the identity of the Red Sox starting pitcher from the 70's... hint, hint)
As for doing full-out research on some of the older questions in the forum, I, for one, am all in favor, although I don't write the rules.

Well, I think my conscience is clear, I just looked around to find out where the different pitchers were born. And based on your hint I am guessing Mike Matthews, of Fredericksburg, VA.
Hmm... seems like there are two Cards hurlers from the area. The historic sites of Fredericksburg may be from the pre-nuclear era, but I don't think the town is a nuclear free zone (as far as I know, the only ones in the US are Berkeley, Madison and this place)...
One more hint: this pitcher is a righty, but you'll mainly find lefties in his home town...
