I have experienced this problem due to corrupt files in the IE temp folder also. Don't know exactly the cause but the fix that worked for me was logging into XP via the admin account and actually deleting everything in the temporary Internet files folder.

If its IE just press CTRL + O.

Then go to whatever site you want.
