Well, it would explain why Bush just sat there in the school when he was informed of it, no big mystery to him I guess if he set it up
In reality, there is too much power that is distributed throughout the central and state government for someone not to know about the conspiracy and report it. The president answers to thousands of people that in turn answer to him, those people all have secrataries, all have councellors they speak with, families, etc...
Basically, if there was a conspiracy, roughly 15% of thwe country would have known about it and
didn't do anything. Do you honestly believe that millions of people would know about the towers coming down and all those people dying and just sit there saying "That will show those Democrats how the country needs to be run"? I don't think so.
