If a player is dropped or added to the free agent pool, he goes on waivers for three days.
Put a claim in a player.
The team with the lowest waiver priority who put in a claim adds that player and drops the player he selected to drop. If you put in a waiver claim, and you get the player and you get the lowest waiver priority.

You just go to the player screen, and the player you want will be sitting there, with a "W" next to his name instead of "FA". You click on the plus sign to add him, and you go through the normal process of picking who you'll drop to add him and what not. Then, at the end of the waiver period, if you have the lowest priority of the people who claim him, the transaction will go through and you will be reset with the lowest waiver priority.

In addidition, the only thing that affects your waiver priority is teams adding players via the waiver process. Adding FA's has no effect. I know my first season that confused the hell out of me!
