Well, I guess the easiest way is to rank the pitchers by the spot they are in in that teams rotation and then see who comes out on top. Here is how I rank the pitchers, with the team they're on in brackets.

Ace: Pedro (2), Mussina (1), Wood (3)
#2 starter: RJ (2), Halladay (1), Schmidt (3)
#3 starter: Hudson (3), Morris (2), Vazquez (1)
#4 starter: Millwood (2), Colon (3), Clement (1)
#1 closer: Foulke (1), Rivera (3), Urbina (2)
#2 closer: Williamson (3), Dotel (1), Hasegawa (2)

Team 1: 13 ranks
Team 2: 11 ranks
Team 3: 12 ranks

As you can see, it's fairly close, but team 2 IMO has the best pitching staff, and team 1 the worst staff.

Close one between the first and second; but i would probably choose the first team just because Johnson is hurt right now. If Johnson was not hurt, I'd most likely choose the second team; their dominance would be amazing.
