What seems the worst part of this to me is that they were arresting people in a hotel bar.
I guess I can understand wanting people not to drink/drive (though I think there are better methods), but aren't the people in the hotel bar generally patrons of the hotel? What are they going to do, drink and stumble?

People without rooms in the hotel, drink in hotel bars all the time down here. Typically they are looking for someone travelling alone and trying to get lucky. I've seen both men and women hunt for a "friend" for an evening in hotel bars. Not unusual at all.
