Oh, I see. We're trying to stop the pervasive trend of getting drunk and jumping off balconies into a pool but missing.
Aren't there better ways to utilize our police?
People without rooms in the hotel, drink in hotel bars all the time down here. Typically they are looking for someone travelling alone and trying to get lucky. I've seen both men and women hunt for a "friend" for an evening in hotel bars. Not unusual at all.

Open container in a car (alcohol related container of course)? One way ticket to jail. Been that way for at least the last 15 years.
