Both of the players I'm thinking of were retired, elected to the hall, then temporarily banned from associating with major league baseball and both players have higher career EqAs than Jackson. I severely doubt anyone in the baseball world would claim they both were not greater players than Joe Jackson. These players were temporarily banned pre-1990.
I may have made a slight error in interpretation. The reference I have does not technically specify banned from the HOF, it only indicates they were "banned from associating with major league baseball". I assume that would apply to the Hall as well.
