I don't know that I've noticed people down on him as much as it's just an infusion of younger players that people are more excited about (Bay, Figgins, Wright, Reyes, etc.). Perfect situation to catch him a bit lower than you might in another year. ;-D

I expect Abreu to repeat his numbers from last season, but instead of getting all his steals in one month and all his bombs in the other, i expect him to be more consistent thruout the year. he is afterall one of the most consistent guys in the game year to year!

He stole 15 or 16 bases after the All-Star break. I think this shows that they will run him a little more this season, so he could approach 30.

Abreu and Bay are both going between picks 10 and 14 for the most part. I don't see that as people being down on Abreu? I highlighted your post because I think you may be overestimating Bay a bit. Not really my opinion but what the mainstream fantasy sources say. FWIW here's the 'averaged projections' of several sources, for both these OF:
Abreu - 568AB / 26.1HR / 29.7SB / 100.0RBI / 104.2R / .2928AV / .9134OPS
Bay - 572AB / 30.4HR / 17.8SB / 99.3RBI / 93.0R / .2894AV / .9182OPS

I don't think they will necessarily run Bay more this year. I believe they will start to use him more and more for his power and not his speed. They will most likely want to keep their longterm investment injury-free.

I still think Abreau is a late first round pick. He still will contribute in 5 categories. He may not be a 30 / 30 guy, but With his high amount of walks and 290 - 300 batting average he will certainly score 100 runs. Not to mention the Phillies improved line up .
I'm not down on him yet. I think that I would still take him before Bay. Not in a keeper league though.
