New Zealand Fan, the only place I can think of that matches all your clues is the Solomon Islands, but I'm pretty sure that they don't have the lowest population density in the world...

I think you'll find that they do. And at the rate they kill each other over there the gap to second is getting bigger every day.
As I said earlier, I think second is Mongolia.
