I've come across one guy who has played in 24 5 x5 12 team public leagues for the past 3 years (8 a year) and has never finished better than 6th in any of them.

Yeah, or flat-out mocking. I remember last year I was in a public league with a guy who's team name was something like, SN3_Team2. I asked him about it in the draft and he said he was doing like 25 mocks before the season!
