Salary cap on Yahoo?

Thanks to everyone who answered an earlier question I had on TQStats. I ran things by my league, who decided to stick with the tried-and-true of Yahoo's fantasy baseball system.

So how do I apply a salary cap to Yahoo's league? Does it need to be maintained on another page, which would have the price of each player as well as a running tally of each team's total salary? How do I determine the market value of each player? Does anyone know of a very basic, "How-to" explanatory page for setting this up?

Actually, if there's a better site to play on, one which offers integrated salary caps (and, ideally, keeper league information year-to-year) and costs less than $150, let me know! Thanks.
