Right. It's not about quantity, it's about quality. In the first Gulf War, Iraq had over 1 million soldiers. They couldn't touch us. They were just targets for our bombs. The only way they could slow down coalition forces was to surrender in such huge numbers that we had problems feeding them all.

Iraq had 250,000 to 300,000 at best.
Just because a country can't build advanced fighters, doesn't mean they can't buy them. Iran has a slew of Migs for us to shoot down.
650,000 were people's army, which was nothing but glorified redneck militias. They were not a serious military option. You can't just give a man a gun and proclaim that he is a soldier. Many of the people didn't even have issued weapons and were no more a factor than a security guard would be.
