I agree that City of God was superb. I thought I'd be unable to sit through a movie in another language, but I was completely wrong. Even listening to their attitudes while talking while reading subtitles was powerful...
Anyway, here's my 1-10 in order.
1. LA Confidential
2. Memento
3. The Usual Suspects
4. The Godfather
5. American Beauty
6. City of God
7. The Godfather Part II
8. Traffic
9. The Jacket
10. Vanilla Sky
Some good movies I've seen recently that I'd recommend are Magnolia, 13 Conversations About One Thing, and 21 Grams. The first two are very powerful stories about life, basically, and 21 Grams is sort of like that, but also employs the Memento method of scrambling all the scenes together. It tells the story of people that are interconnected from a car crash. In addition, it is also quite specifically emotional...oh and there's a nice extended Naomi Watts topless scene that y'all will enjoy.

(In no particular order):
The Patriot
Saving Private Ryan
Band of Brothers (miniseries)
Team America: World Police
Old School
Van Wilder
Wedding Crashers
American Pie
I also like Bad Boys (1 and 2), the Bourne Identity/Supremacy, and I agree with BigHort that Se7en was a great flick.
